Seimei is best described as a person with antisocial personality, which is described as "a person with a mental illness in which a person's ways of thinking, perceiving situations and relating to others are abnormal –– and destructive" (may clinic, antisocial personality disorder). Seimei has no regard for social morality, right and wrong, and for social expectations. Seimei's relationships with others consist of values based upon how useful others are for him. He is a very self centered individual who cares for only himself; however some may argue that Ritsuka (his younger brother) is the only person that matters to him. While this is, to an extent, true I believe his feelings still fit under the antisocial personality disorder as in Ritsuka is for Seimei to feel good about himself. Such as we do not love chocolate, but we love how the chocolate makes us feel, Seimei loves Ritsuka because of how his brother makes him feel. This idea is supportive by the disregard of Ritsuka's very feelings, as there have been numerous indications within the manga in which Seimei orchestrates a set of events that do not spare Ritsuka's feelings. Seimei enjoys manipulating Ritsuka's feelings and behavior with a series of sweet rewards such as affection, acknowledgement, and love. It is a well known fact, to those closest to Ritsuka, that their mother beats Ritsuka in fits of insanity - further more - supporting the long history of mental illnesses that are indeed attributable to both brothers.
Seimei has always been Ritsuka's solid foundation and throughout their life together Ritsuka knows he can come to Seimei for anything really, for security, love, attention, advice, and most of all to escape the wrath of their mother. Seimei is quite able to provide Ritsuka with his needs and enjoys the fact that he has become his younger brother's idol. Seimei has a very strong sense of obsession for his younger brother, to the point in which Ritsuka's future fate seems to be somewhat controlled by Seimei by the people Seimei places in Ritsuka's life.
Seimei constructed a fake murder of himself at his age of seventeen, within Ritsuka's very classroom. Naturally causing some trauma for his younger brother, as the body was burned so severely that the autopsy could only rely on dental records to report who the body was. Of course, later in the manga, is when the readers find out the whole tragedy was staged. This grotesque, morbid, and extreme scene has yet come to light as to why Seimei had done thus or who the burned victim was. Among Seimei's other staged orchestrations are: cruel physical attacks on other more vulnerable persons, physical tortures, cruel verbal abuse, and other hateful mannerisms that have everyone (besides Ritsuka) describing a hateful, merciless, and spiteful - inhuman - individual.
Seimei has described that he feels that the only humans in this world is himself and Ritsuka, which details just how little he cares for others. Seimei does not like eating around others, being around others, and generally anything that has to do with other people. He rather avoid them and their germs, and thinks ill thoughts of them constantly. He is not hesitant either to cause them harm.

He then sits down at a window seat. He reaches for the book beside him and sets it on his lap and begins to turn the pages rather slowly, carefully, cradling it as if it were ancient and the pages were in threat to diminish beneath his finger tips.
For a while he says nothing, as anyone's time is of no concern to him. Simply, he expects only his devoted few will wait until he speaks.
And when he does it is a passage from his book. ]
